PROBLEM STATEMENT:
Infrastructure Delivery Management System (IDMS) is a government management system for planning, budgeting, procurement, delivery, maintenance, operation, monitoring and evaluation of infrastructure. It starts with the Government Immovable Asset Management Act (GIAMA) requirements and compliance. Knowing your infrastructure is the key to operate and maintain the said infrastructure. The IDMS is a means to Operate, Maintain and Build New Infrastructure applicable to all Government Departments across the country. The Treasury Framework for Infrastructure Delivery and Procurement Management (FIDPM) is the basis for IDMS compliance. The problem sits within government itself in the implementation of IDMS. Understanding the need and the applicability of Gate Reviews is the fundamentals of ensuring Governance and Accountability.
As the custodians for infrastructure within the public space, it must be the responsibility of all employed within Government to comply with the respective legislative requirements. The FIDPM requirements is strongly aligned to the Construction Industry Development Board (CIDB) publication the Standards for Uniformity (SFU). The correct interpretations and applications of these documents forms the base for: IDMS = GOVERNANCE = ACCOUNTABILITY.
